What Changed
The SFC's February 2026 circular introduced three game-changing requirements:
1. Mandatory AI-Powered Transaction Monitoring
- Manual review alone no longer satisfies "adequate controls"
- Real-time pattern detection required for all transactions
- False positive rates must stay below 15%
2. Cross-Border Data Sharing Protocols
- VATPs must establish Travel Rule compliance with 100+ jurisdictions
- IVMS101 data standard is now mandatory
- 24-hour response time for regulatory inquiries
3. Continuous Capital Adequacy Reporting
- Monthly capital position reports via WINGS system
- Real-time alerting when capital falls below 150% requirement
- Automatic trading restrictions triggered by breaches
The Compliance Gap
Most VATPs built their compliance stacks between 2023-2024. Those systems were designed for:
- Batch processing, not real-time monitoring
- Domestic operations, not cross-border data sharing
- Quarterly reporting, not continuous attestation

The Uway Assessment Framework
